From January 1, 2025, pet owners in Singapore can look forward to dining with their furry companions at more restaurants, thanks to updated regulations by the Singapore Food Agency (SFA). Eateries with outdoor refreshment areas will no longer need a separate pet cafe licence to welcome pets, provided they do not serve pet food.
This change, announced on December 2, 2024, reflects the SFA’s ongoing efforts to balance food safety with lifestyle needs, simplifying processes for businesses and pet-loving customers alike.
Key Updates to Pet-Friendly Dining Rules
- No Approval Needed for Pets in Outdoor Dining Areas
Restaurants with outdoor refreshment areas can now allow pets without requiring additional approval, provided they don’t serve food specifically for pets. - Outdoor Refreshment Area Definition
These areas are defined as uncovered or sheltered spaces outside food premises that do not require customers to enter the main indoor area of the restaurant. - Exclusions
- Hawker centres and their outdoor areas remain pet-free zones to preserve the communal nature of these spaces.
- Halal-certified establishments cannot allow pet dogs, including in outdoor refreshment areas, to adhere to halal requirements.
- Pet Cafe Licences Still Required
Restaurants serving both pet food and human food must still obtain a pet cafe licence from the SFA.
Why the Rule Change?
The SFA reviewed food safety and zoonotic disease risks associated with pets in outdoor dining areas and concluded that these risks are low. Existing food safety measures are deemed sufficient to address potential concerns, making the separate licensing requirement unnecessary.
This streamlined approach aligns with global trends in food safety regulations and caters to the growing demand for pet-friendly dining experiences.
Who Benefits?
Approximately 40 food establishments annually will benefit from these relaxed regulations. Currently, around 120 eateries hold pet cafe licences, and many of them operate solely to accommodate pets in outdoor settings.
Guidelines for Restaurants Allowing Pets
Restaurants planning to allow pets in outdoor areas must:
- Install clear signage informing customers about pet-friendly zones.
- Ensure these areas remain clean and hygienic.

- Halal-certified establishments, where pet dogs are prohibited in compliance with halal practices.
